Harmonizing the tools of regulating the insurance protection mechanism

The article developed the approach to harmonizing the tools of state regulation of the commercial insurance system in order to prevent the negative tendencies and to limit them through the usage of retaliatory and preventive tools. It was offered to consider the insurance regulation on the basis of the matrix method that combines the historic (horizontal) and vertical (hierarchical) aspects of using prudential standards.
