ORGANIZATION OF INTEGRATED SOCIAL SERVICES ACTIVITY IN TERRITORIAL COMMUNITIES

The article is dedicated to the analysis of the main features of integrated social services agency which are based on an integrated approach in provision of social services. The main approaches to understanding the integrated social services agency in scientific literature are shown. The integrated social services agency is defined as a set of specialized social services agencies which are established to meet the needs of the community members and realize certain areas of social work, focused on the implementation of targeted social work with families, children to restore their ability to function. The necessity of introduction of integrated social services agencies in local communities as providers of social services, targeted services to clients of certain categories at the community level and operated in close cooperation with all institutions of the community is substantiated in the article. Employees of integrated social services agencies (social workers, social pedagogues) can initiate the creation of complex new services and provide them in various fields of education, health, law, social security and so on. The reasons of creating integrated social services agencies have been analyzed, which include: establishing a transparent, clear interaction of various public services agencies that provide services to citizens; growing needs in improving the quality of providing services and bringing together all the government agencies into a one model for social services providing. The absence of deliberate and planned interaction in the providing of social services will lead to the fact that citizens' needs are not being met. It has examined the potential structure of integrated social services agencies, which according to the Law of Ukraine "On Social Services" and the needs of local communities have the right to provide users with socio-economic, social, educational, social, psychological, medical, social, legal, information and other services. It has established that the basic structural elements of integrated social services agencies are: family support service, service of early intervention, service of family support and care, service of reintegration and socialization of schoolchildren, service of support of children in conflict with the law etc. It has described the features of integrated social services agencies and it is shown some ways to improve the provision of social services agencies under the conditions of local communities.
