DIRECTIONS FOR USE OF THE RHETORIC ACHIEVEMENTS IN THE DEVELOPMENT PROCESS OF THE HIGHER EDUCATIONAL ESTABLISHMENT TEACHER’S RHETORICAL CULTURE

Abstract
The article examines an important problem of modern education – the use of the rhetoric in the process of improving of the oratorical skills of high school teachers. The opinion, that today the improving of the quality of higher education is not possible without a thorough study of the nature, values, roles, places, and significant potential of the rhetoric disciplines («Rhetoric», «Public speaking», «Fundamentals of rhetoric», etc.), are advocated. The basic approaches to the understanding of the essence of rhetoric in the national and foreign scientists' researches are considered in details. Based on the analysis of the ideas presented in the publication, the conclusion concerning the understanding of rhetoric as a systematic, comprehensive discipline that integrates the achievement of related social and humanitarian fields is made. In the article the rhetoric is seen as an effective means of the formation of important personal formations of the high school teacher: a culture of thinking, a speech culture, a culture of dialogue and a stage culture. Another important quality in the system of the professional activity of the teacher is the rhetorical culture, which is seen as the complex intellectual, moral and aesthetic, emotional, artistic and performance qualities that are expressed in the form of the original product of mental and speech activities, directed on the solution of pedagogical tasks. Thus, rhetoric plays a leading role in the development of students' and teachers' modern rhetorical culture. The article presents current trends in the use of rhetoric in the development process of the teacher's rhetorical culture in details. In particular, the establishment of the national rhetoric school; the introduction of «Rhetoric» as a compulsory discipline in secondary and higher education of different profile; the creation of the rhetoric departments in the higher educational institutions; the deepening of the cooperation with foreign researchers; the introduction of modern forms, methods and means of the rhetorical skills improving; the use of multimedia technologies; the pooling of the efforts of the national rhetoricians in the direction of improving of the quality of the teaching of the rhetorical courses in high school; the establishment of a national rhetorical association; the holding of the conferences, seminars of the rhetorical and educational direction, etc. The author substantiates the opinion that the one of the effective tools to reform and improve the quality of higher schools is the rhetorization of the educational process.
