PROFESSIONAL TRAINING OF SENIOR EXECUTIVE PERSONNEL OF FEDERAL POLICE OF GERMANY

Abstract

In the article the author analyzes the content, forms and basic approaches to professional training of senior executive personnel of Federal police of Germany. The research direction has been chosen due to the fact that Germany has gained considerable experience in developing standards for professional activities and training of police officers, their legal and social protection, forming corporate culture, motivating police officers to improve professionalism. Training of police senior executive officers (rank category above "polizeirat") of the Federal Land Police and the Federal Police is provided by the German Police High School (city of Münster). It is assumed that after appropriate training, senior police officers should be able to control large units and stations, to direct the activities of their subordinates in large-scale operations, to perform supervisory functions in central bodies of the Federal Land Police and the Federal Police, to control units involved in operations in the framework of international cooperation and to comply with the relevant obligations in the field of training and retraining of police officers. Besides the main professional and managerial competencies, the additional necessary skills for senior police officers were defined as follows: analytical and predictive thinking; development and implementation of cost-efficient plans for service activities of a subordinate unit; prevention of conflict situations and competent conflict resolution; critical analysis of own activities both as a police officer and as a leader, including the ethical point of view and in terms of objective and correct usage of human resources and so on. The enhanced studying of training programs for Masters in Public Administration (police management) in Germany leads to the following conclusions: the interdisciplinary links in the training programs can be clearly observed and the content of academic programs corresponds to the future management functions; the competence approach promotes comprehensive training and education of an individual not only as a professional but also as an individual being able to make decisions and take responsibility, to assess the processes taking place in the society, to determine the role of own professional activity in them, to find the ways for its improvement.
