IMPACT OF RUSSIAN IMPERIAL GOVERNMENT IN THE DONBAS PROFESSIONAL EDUCATION IN THE PRIMARY EDUCATION

Abstract

The imperial government of Alexander I made the reform of the educational system of Russia. The statutes regulating the structure and principles of building public education in the country were adopted and were directly reflected in the Ukrainian school at the beginning of the 20th century. Policy of reforms was carried out by the emperor simultaneously with the policy of repression against the Ukrainian culture. The government was not allowed to learn Ukrainian. The Valuev Circular and the Ems Decree clearly identified the main direction of the educational policy of imperialism in Ukraine: prevent Ukrainian from school. Situation began to improve after the reforms and county council promoted the opening of new schools, were concerned with the content and teaching methods in the 70's of the XIX century. They increased spending on maintenance and construction of schools. Initial vocational education was subordinated to the goal of education of religiosity and true citizenship. The "Provision" provided for the appointment by the head of the provincial school council of the church bishop and compulsory teaching at the school of the "Law of God" and church singing. The disciplines were introduced teaching grammar, arithmetic, geography, drawing from general education. Industry developed and demanded a large number of specialists from various fields of management. The schools provided skilled staff with railway transport, mining, metallurgy, and sugar industry. The policy of the imperial government was not designed to allow the Donetsk region to use dividends from its industrial and economic development. Economic potential of Ukrainian lands following the traditional policy of using to meet the imperial needs, in post-reform days the Russian government used new forms. We took into account previous projects in developing basic educational legislative documents and government regulations, some provisions gradually level. The opportunity to study was provided to everyone, but the high payment did not allow it to be realized. Completion of a real gymnasium gave the right to enter a higher technical school, graduates of the women's gymnasium did not have any prospects to continue education at all. The purpose of education for women was defined as the charter of education "wife and mother of the family." The conservative policy of the Russian government was aimed at curbing the growing dissatisfaction with the education system. Most advanced ideas of reforming school education remained at the level on paper of projects.
