EDUCATIONAL TECHNOLOGIES ASSESSMENT IN THE CONTEXT OF EDUCATION QUALITY MANAGEMENT IN HIGHER EDUCATIONAL ESTABLISHMENTS

Abstract
Introduction. Education quality management in higher educational establishments is significantly associated with the choice of educational technologies. Optimization of this choice depends on the composition of their evaluation criteria. Purpose. The purpose of the article is to define the basic criteria for assessing the status and potential of development of educational technologies in higher educational establishments. Methods. To achieve the purpose of the article the following methods were used: systemic approach, cybernetics method. Results. In the system of education quality management of a higher educational establishment the indicators of evaluation of educational technologies are feedback information on the basis of which management has the authority to decide as for the actual transfer, or certain corrective actions. These indicators serve as specific numerical values of certain evaluation criteria. Feedback information in any management system is divided into negative feedback information and positive feedback information. First group meets the criteria to be minimized (i.e., the less the better). The best assessment on the basis of these criteria matches indicators with lower values. The positive feedback information meets the group of criteria to be maximized (i.e., the more the better). The best evaluation according to these criteria will be associated with a greater value rate. The first group of criteria is focused on avoiding exceeding of certain conditional parameter values that ensure the adequacy of the educational technology to current requirements. It is therefore advisable to consider arbitrarily their set as an indicator of the current state of the technology. The second group of criteria is aimed at building some positive qualities of an educational technology that provide opportunities for its development. It is therefore advisable to consider conditionally their totality as an indicator of the potential of the technology development. Originality. The scientific novelty of the research is to determine the specific criteria for assessing the current state and prospects of the development of educational technologies of higher educational establishments in the context of feedback in the education quality management. Conclusion. Evaluation of educational technologies in the context of education quality management in higher educational establishments serves an informational basis for making decisions about their use and distribution.
