THE PROBLEM OF STATE SUPPORT OF THE PATRIOTIC UPBRINGING OF THE UKRAINIAN YOUTH

At the present stage of our country the question of forming a nation of patriots, individuals with an active lifestyle, with high spiritual and moral qualities gets of great importance. Undoubtedly, а state plays a special role in this educational system. After all, an integrated and purposeful state policy in the sphere of patriotic education will provide, both in the short term and in the long term, the necessary conditions for the development and effective implementation of programs and activities for patriotic education. The purpose of the article is to investigate the legal framework of patriotic education in Ukraine, the activities of government in providing the educational process, the factors that divine the success and effectiveness of the taken measures. Recommendations are given to increase the effectiveness of implemented programs with the participation of the state. The author determines two components of the policy level. This is the theoretical-project and organizational levels. The theoretical-project level is characterized by analytical activity, which is aimed at forming the effectiveness of the processes of forming a patriot. The organizational level should be aimed at creating and regulating the conditions for the process of implementing the patriotic education system. In addition, the author notes in the article the importance of the systematization of normative legal acts, which ensures the accounting, development of legislation and control, the consistency and interdependence of its various parts. The main state institutions, such as the Ministry of Education and Science of Ukraine, the Ministry of Youth and Sports of Ukraine, the National Security and Defense Council of Ukraine, the Ministry of Defense of Ukraine, the Institute of Problems of Education of National Academy of Educational Sciences of Ukraine, etc., guided by the Constitution of Ukraine, Laws of Ukraine, Decrees of President of Ukraine, orders of ministries, orders of the Cabinet of Ministers of Ukraine, ensure the formation and implementation of state policy in the sphere of patriotic education of youth. The article refers to the fact that the legal framework of patriotic education was developed in 1993 with the adoption of the State National Program "Education" (Ukraine of the 21st Century). The adoption of a number of important documents aimed at promoting and development of the patriotic education system, its implementation continues to the present day. The article also mentions documents aimed at supporting the activities of public organizations of the Cossack movement, whose considerable attention is directed to education of youth on national traditions. In the article the author gives recommendations for increasing the effectiveness of the process of patriotic education, such as improving the legal framework, raising the status of patriotic education, revitalizing the activities of government, creating a single register or a base of patriotic organizations in Ukraine, and increasing funding for patriotic education. Nevertheless, the article does not exhaust all the problems, aspects of this complex educational process. The main thing that should be taken into account when adopting and implementing any legal document is that the system of education in the sphere of patriotic education should be determined both by the interests of each individual citizen of Ukraine and by the national interests and spiritual values of the state.
