ORGANIZATIONAL AND PEDAGOGICAL CONDITIONS SOFTWARE EFFECTIVENESS OF DEVELOPMENT PLANNING GENERAL EDUCATIONAL INSTITUTIONS

Abstract
Introduction. Theoretical and practical problems of management of educational institution are becoming more important due to the humanization and democratization of education, the increasing role and importance of quality education, the formation of new structures, and the introduction of innovative management technologies. Therefore, the present head of an educational institution (CEI) for effective implementation of targets for the development of the institution, must deeply understand the need for teaching staff to ensure appropriate organizational and pedagogical conditions for approval of the planned strategies and programs for the development of the school. Purpose. The purpose of this article is the description of the organizational and pedagogical conditions for effective planning system of educational institution and defining the role of the head of school management in the process. Results. Defined and scientifically grounded organizational and pedagogical conditions ensuring effective planning of CEI include. Regulatory support: the presence of a package of legal documents to create various plans of the CEI; rational allocation of responsibilities; develop an algorithm mapping; approval test instruments effective performance targets. Compliance scientific. When planning school work, you must follow the scientific, providing scientifically based system tasks, content, methods, forms and means. Providing psychological, scientific, methodological and information support during the performance targets on organizational and educational activities in the teaching staff. Originality. System planning organizational and educational activities in the CEI is an integrated process and positioned such subsystems as: planning organizational and pedagogical activity of school administration, teaching staff, student group, staff, student government, social and psychological services schools, scientific-methodical service, teaching and community councils and associations that operate in the conditions of the institution. Various aspects of planning specific way reflected in the professional abilities of the head and affect them. Materials of our study show that 39% of executives questioned our schools have enough system analysis lesson, sometimes not able to determine the effectiveness of controlled processes substitute its effectiveness; meet with difficulties in identifying positive aspects of teachers are not prepared to identify the causes of low efficiency of the educational process. The content of teaching and school teaching services, forms of training, orders and directives largely not aimed at eliminating the shortcomings in the work of teachers to master modern achievements of science teaching, effective teaching techniques and education. Analyzing the above, we can say that a specific prediction of all sub systems planning organizational and educational activities in the CEI should be represented in perspective, annual and current planning of school. Conclusion. The effectiveness of secondary school depends primarily on the perfection of the planning system in solving the major problems of life such as empowering educational institutions influence the content of education; the choice of form and methods; the right to freedom of pedagogical creativity; evaluation of effectiveness and efficiency of educational services provided by effective planning system. Identified and justified our organizational and pedagogical conditions conducive to effective planning of organizational and educational activities in the CEI and confirmed the crucial role of the head of school management in the process of GEI.
