ON THE SYSTEM OF STRATEGIC STATE REGULATION OF INNOVATIVE DEVELOPMENT UNDER MARKET CONDITIONS

The necessity to maximal use the creative potential of individuals at both the macro- and micro- levels is proved. It should ensure a sustainable economic development and create additional benefits for the national economy. To solve above-mentioned problem at the macro-level, we proposed implementation of the System of Monitoring, Forecasting, Planning and Maintenance of Innovative Activity. Components (subsystems) and the functional mechanism of the proposed system are considered in detail in our article. Authors pointed that in most cases SMFI doesn't require the creation of new institutions and organizations. It changes the connections between existing institutions, which involved in innovative activity, combining them into the single permanent system and achieving through this a synergistic effect.
