STATE PARTY COOPERATION OF UKRAINIAN SSR AND THE FRENCH REPUBLIC

In the article, based on a generalization of a number of approaches, provisions and conclusions, the causes of the first failures in the state-party cooperation of the Ukrainian SSR and the French Republic are clarified. The state policy of the French Republic concerning the newly created Soviet Union and including the Ukrainian SSR is considered. The characteristic of the meetings of the Political Bureau of the Central Committee (b) of Ukraine, which discussed the issue of cooperation between the two states, is given. It was determined that all issues concerning the establishment of diplomatic relations of Ukraine were solved in Moscow. On the basis of the analysis of state archival documents it was clarified that since 1927 the Soviet authorities all take under total control. Since then, negotiations with organizations from foreign countries had to be discussed in advance with the Politburo of the Central Committee. It is proved that the French Republic applied various state mechanisms of influence on the Ukrainian Soviet leadership regarding the return of the royal debt.
