THE QUALITY OF SCHOOL EDUCATION AND EVALUATION IN TERMS OF STATE AND PUBLIC ADMINISTRATION

Abstract
Introduction. Issues related to the quality management of school education, student learning outcomes, final graduation certification in the form of external independent assessment, which are relevant for both educators and parents, and civil society as a whole. The attention was paid to insufficient coverage of the process of cooperation between representatives of state bodies, the public and responsible institutions for the organization and holding of state final certification and external evaluation among graduates of full secondary education, public participation in tracking the results of training students (students) and independent assessment procedures. Purpose. To find out the peculiarities of innovations in the system of independent evaluation, their influence on the identification of the education quality of school in the conditions of state and public administration. Methods. Content analysis of normative documents, which highlights the attention of the state and society to the procedures of state final certification and external independent evaluation in the system of general secondary education in conditions of public administration, as well as comparison of domestic practices with foreign experience, in particular, Polish. Results. There was made analysis of scientific works, which showed that the quality of school education, its evaluation is of interest to many domestic and foreign scientists, researchers and practitioners. The essence of the developed state educational policy on revealing the quality of general secondary education, the organization of external evaluation and monitoring studies of the quality of school education at the state-public form of management is disclosed. The emphasis is placed on the positive aspects of external evaluation, namely: implemented at the state level, centralized and standardized, conducted according to uniform requirements to the content, procedures and criteria of evaluation, organized by the Ukrainian Center for Quality Assessment in Education - an independent external institution; the results of state final attestation are used for monitoring the quality of general secondary education, etc. It was clarified that the normative documents stipulate the implementation of public control in the system of external independent evaluation. Originality. The ways of solving problems in accordance with the concept «New Ukrainian School» and their own views on improving the evaluation system in the conditions of state-public quality management by the general secondary education are offered. The content of the regional project «Development of external independent evaluation in conditions of public administration on the basis of partnership and trust» is disclosed. Conclusion. External independent evaluation remains a successful component of education reform, as public confidence in this form of assessment of students' level of education is not decreasing but increasing. The main advantages of external evaluation: all participants are on equal terms; the same toolkit is used that meets the requirements of the State Standard of ZSO; the establishment of the results of student testing is carried out in automated information systems and at the same time are components of information databases on the quality of knowledge of students for several periods, and so on. At the present stage, the main goal of school education is to improve its quality. The results of the STA and the OIE are the main basis for the establishment of a school evaluation policy.
