Meşrutiyet inkılabıyla birlikte iktidarda söz sahibi olan İttihat ve Terakki'nin uygulamaya koyduğu ilk işlerden biri, ülke genelinde bir gençlik örgütlenmesini gerçekleştirmek olur. Bunun için ilk olarak Enver Paşa'nın himayelerinde ilk İzci teşkilatı kurulur. İzci teşkilatının ardından kurulan “Genç Dernekleri” I. Dünya savaşında paramiliter bir örgüt olarak çalışır.
