The paper offers material on the new notion of skills improvement system role in providing quality of pedagogical labor in innovation educational environment. The traditional role of the system of professional development as a system of providing educational services in accordance with the needs of teachers on the basis of their requests and needs is changing. Skills improvement system may play a new role: aggressive, provoking and active, but not awaiting in providing services for educators. Such approach is conditioned with peculiarities of the innovation processes in the field of education and with low results of innovative educational activity among educators because of the complicated nature of innovation field in education.
