Abstract
Purpose: due to implementation of law # 273-FZ “About education in Russian Federation” in 2013, this research is devoted to the analysis of legislation continuity and current practice in management of common education, to the reflections upon intermediate results and perspectives of development of effective cooperation between state and civil society. Methods and methodology: the research is based on comparative-historical and retrospective methods. Analysis of legal and regulatory framework, theoretical sources and different practices with use of principle of state and public administration of common education is considered as the main approach. Results and practical significance: in the research the authors reflects upon the analysis of the 20 year period passed from law of education adopted in 1992. They draw conclusions about things that hinder the development of public administration of education in post-soviet Russia. Conducted study of best public administration practices let the authors summarize the offers to increase the efficiency to solve the problems in educational system, which will have practical meaning both for subjects, represent public interests in education, and for subjects, represent state interests, Scientific newness: the facts of risks are summarized as well as formula leads to success in the sphere of state and public administration in Russia is formulated.
