Abstract
He attempt to analyze a management system of the Orenburg territory in the late XVIII-early XIX centuries as a special model of administrative and political management of the Russian Empire is made in the article. Based on available literature the author concluded that the control system of territory had the features of military and democratic management, was quite cautious and flexible, and considered the specifics of the territory. Within this model, there was a gradual, stage-by-stage incorporation of the region to the all-Russian system of management.
