Abstract
The author reveals inner and outer conditions of the psychic development of students. The author has analyzed the mechanism of formation and development of perceptive elements in the process of teaching bilinguals using both languages. The author also presents pedagogical conditions for development of power of apprehension of monolingual students as well as conditions for efficient development of power of apprehension of bilingual students.
