STATE REGULATION OF AGRICULTURE OF UKRAINE IN THE CONTEXT OF INTEGRATION IN WTO

Abstract

Ukraine became the 152 WTO members on May 16, 2008, which entailed the necessity of reforming all sectors of the economy and, in particular, agriculture as one of the most important economic directions for Ukraine, which creates about 12 percent of the gross value added of the state, is one of the main budget-forming sectors of the national the economy of which in the consolidated budget of Ukraine in recent years is an average of 12 percent, and in the commodity structure of exports - more than a third. In this regard, Ukraine has been working on the convergence of treaties and has concluded a number of programs for the development of the agricultural sector in accordance with the requirements of the WTO. Membership in the WTO is a significant argument for the development of Ukraine's foreign economic policy. The inflow of foreign investment and the development of Ukraine's market relations with the WTO should take place in accordance with well-established and documented rules and regulations that determine the relations between the member-countries of the WTO. The accession of Ukraine to the WTO entails both the possibility of developing agriculture and the expansion of markets, on the other hand, the low competitiveness of Ukrainian agricultural producers in comparison with foreign ones, may negatively affect the development of the Ukrainian agrarian sector. The main mission of the WTO is to simplify the procedure for the exchange of goods and services between countries, but the WTO allows the states to partially interfere and protect domestic producers and national markets if foreign competition leads to loss-making in certain sectors of the national economy. In this way, it is necessary to analyze to what sectors, first of all, the state protection is necessary through state regulation of certain sectors of agriculture.
