Abstract
The article examines the existing positions as to whether the investigated act has a sign of legal obligation. The disadvantages of the Memorandum are noted. It has been established what the consequences of noncompliance with the provisions of the Memorandum are. Analyzed the importance for Ukraine of accession to the Treaty on the Non-Proliferation of Nuclear Weapons.
