COUNCIL OF EUROPE COMMISSIONER IN THE MECHANISM TO PROTECT HUMAN RIGHTS

The article is devoted to the theoretical and practical aspects of the functioning of the Council of Europe Commissioner for Human Rights. The main powers and the relationship between the powers of the Commissioner of the Council of Europe and the United Nations High Commissioner for Human Rights are analyzed. The peculiarities of the formation of the institutional system of the Council of Europe and the influence on its activities by the Commissioner are considered.
