Abstract
The origin of civil society is inseparably connected with understanding of a fundamental importance of information in social development. Today there is every reason to believe in forming new information culture, which can become a new social category, an element of the general culture of humankind. It will become the knowledge of the information environment, rules of its functioning, ability to have the sense of direction in the information flows, being an important factor of each personality development. To increase the level of information culture it is extremely important to understand its components.
