Domestic and european practices for the development of civic competences of the leaders of education institutions

Abstract

The paper analyzes the national and European approaches to the classification of competences of the heads of educational institutions, in particular civic competences and peculiarities of their development. It is noted that there is no uniform classification of competencies of the heads of educational institutions and there are significant differences in Ukrainian national and European studies regarding the definition of the essence and content of the civic competencies concept of heads of educational institutions. Attention is drawn to updated key competences for lifelong learning in the context of global and European impacts. Civic competencies have been found to be key for educational institutions' managers, especially in the context of reform, European integration processes, and modernization of management of a modern educational institution, which requires a highly qualified manager, innovator, strategist and leader ready to implement the values of democracy. Research shows that most scientists interpret the civic competencies of managers as a set of knowledge, skills, values, attitudes, personal beliefs that help a person to realize his/her place in society; ability to apply basic forms of administrative and state-public management of educational institution; to establish partnerships with other organizations; attitude: to benefit the society and the state; respect for the individual, activities on the principles of healthcare, tolerance, humanity. It is stated that the formed civic competencies of the heads of educational institutions contribute to the effective management, pedagogical activity and competitiveness. The peculiarities of development of civic competencies of heads of educational institutions are analyzed. It is stated that the competence of the head of the educational institution is the purpose and result of professional training in the higher education institution and in the process of continuous education. Attention is paid to the role of the system of in-service pedagogical education in solving the issue of continuous professional development of heads of educational institutions. The focus is on the development of civic competencies of leaders in the system of in-serviceteacher education, characterized by consistency, innovation, implementation of best European practices and based on democratic principles (freewill participation, tolerance and respect, transparency and openness, interactivity and cooperation. The prospects for further research are identified because the relevance of this problem.
