Development of teacher's professional competences in the system reform conditions general secondary education

Abstract

Declaring a competent approach to teaching as key, reorienting school education to a new model requires new approaches to teacher's professional development. Accordingly, the professional competences acquired as a result of higher education require their improvement and development in the course of pedagogical activity. The article analyzes complex problems of the development of teacher's professional competences in the conditions of reforming general secondary education and outlines the main ways, principles, and problems. It has been proved that in the conditions of reforming the general secondary education system, along with the increase of requirements for professional competences, teachers were given more opportunities and resources for self-development, self-education, gaining new and developing existing competences: professional development (courses, participation in seminars, workshops, pieces of training, webinars, workshops, etc.), participation in academic mobility programs, research internships, self-education and others. Measurement of the level and list of professional competences that a teacher possesses is carried out through the processes of attestation and certification. Attestation and certification are also methods of encouraging a teacher to improve their professional level. The analysis of the basic ways of development of professional competences of the teacher in the conditions of reforming of general secondary education, as well as the ways of their assessment and stimulation, allowed to formulate the basic principles of development of professional competences of the teacher: The principle of obligation: the constant and systematic development of one's competences is a prerequisite and requirement of the legislation on the professional activity of teachers; Openness principle: all forms, types of professional competency development, including professional development, are open and accessible to any teacher. This is ensured primarily through the provision of information on official service providers' websites; The principle of free choice: the teacher has the right to freely choose the time, form, type by which the development of professional competences will take place; Systematic principle: the development of a teacher's professional competences should be systematic, in particular through annual refresher training.
