RIGHT TO LIBERTY OF MOVEMENT AND MIGRATION IN RELATION TO HUMAN AND CIVIL RIGHTS

The author reveals the correlation between the concepts of "human rights" and "rights of citizens" on the one hand and "right to liberty of movement and "right to migration" on the other hand. The researcher identi- fies debatable problems of interpretation of these concepts in the migration and legal discourse, and first of all, the right to migration. Various approaches to studying the concept of the right to migration are defined in the article. The author presents his own position regarding the interpretation of the right to migration as a mandatory value, but not an absolute one. The necessity of determining the correlation of the right to migration with human and civil rights is substantiated in the research paper
