Abstract
To develop a system of continuing teacher education, we use a cluster approach. The cluster model of the development of the system will create favorable conditions for the implementation of the state educational program, the upbringing of the new Kazakhstani patriotism, the modernization of public consciousness and spiritual revival. The effectiveness of the functioning of each cluster member is determined by his desire and interest. Motivation for preclusters is an important factor. Therefore, the task of developing a technique for motivating preclusters was up- dated. The article discusses the types and methods of motivation, disclosed its role. The dominant motives of peda- gogical activity in the cluster are revealed. It is proved that the development of methods for motivating preclusters is preceded by a stage of pedagogical analytics. The elements of the precluster motivation system are described. Its distinctive features are shown. The main methods of motivation are specified – methods of stimulating, informing, persuading and demonstrating the possibilities of teamwork within the cluster
