Abstract

The article is devoted to the problem of modernization of the system of continuous teacher education based on the cluster approach. The definition of the term “precluster” is developed, its essence is substantiated. A precluster analysis technique has been developed. The purpose and objectives of the methodology are dis- closed. As a result of the implementation of the technique, it will be possible to select preclusters for the for- mation of the cluster core. The content of the methodology for analysis of preclusters is associated with the con- ditions for the transition of the system of continuous pedagogical education to a cluster development model. A system of criteria and indicators has been developed and justified. At the same time, the requirements of simplic- ity, adequacy, and the possibility of practical application were taken into account. It is proved that the selected criteria and indicators complement each other. New scientific results obtained based on the results of a pedagog- ical experiment are presented. The technological component of the precluster analysis technique includes a de- scription of the procedural side of the analysis. This component describes how and by whom the developed crite- ria and indicators will be measured. The main feature is identified as a sign of the effectiveness of the precluster analysis technique
