Abstract
The costs of resources for consuming and producing benefits have been grounded to be the criteria for distinguishing between the concepts of social and economic result, respectively. The difference between the costs and the corresponding result defines the concept of social and economic effect. This underlies the definition of social and economic performance and efficiency. It is proved that there is a contradiction between social and economic efficiency regarding the distribution of benefits produced in society. Its smoothing is the task of managing the effectiveness of the social and economic system.
