DEVELOPMENT OF THE MARKET OF MEDICAL SERVICES IN UKRAINE

The article highlights the features of the market of medical services in Ukraine. The characteristics of the main subjects, the structure of the market, the volume of funding, the number of medical institutions are given. Features of development of private medicine and laboratory diagnostics are presented. It is revealed that in Ukraine there is a formation of a new model of providing medical services in order to improve their quality and accessibility for the population. The main features of the market are: the development of the market of laboratory diagnostics, where the main share is occupied by private laboratories; the prevalence of the market of public health services; the growth of expenditure on health and medical services, in particular the growth of payments under contracts of patients with health institutions providing primary health care; constituent-determined the profitability of private medical institutions; the stability of the lack of state funding of communal non-profit enterprises, resulting in low quality of medical services in the public sector; the reduction in the number of hospital institutions; a significant proportion of funding of health services by the population; increase in the funding of drugs for government programs. The provision of medical care to the population was carried out exclusively at the expense of public funds. The overall cost of managing the system was high, cost control was simple, and сentral planning ensured that the same set of health services were available throughout the state. Financing of treatment and prophylactic medical institutions is carried out on the basis of fixed norms. Ukraine as an independent democratic state is going through hard times. The instability of economic development, the complexity of socio-political processes, the uncertainty of their place in the international community, the problems of globalization challenges have a negative impact on the social and physical health of its citizens.
