He influence of the modern paradigm of public management on the development and making of adoption decisions

Abstract

The article considers the influence of the modern paradigm of public administration on managerial decisions that take place in the space of postmodern perception of the world. It is determined that in public administration there is an active search for integration of citizens and other actors in decision-making and implementation of public policy, in particular the development of information and communication technologies and democratization of society both contribute to this process and significantly complicate management decision-making. Some paradigms of public administration are considered: the paradigm of innovative development of society, the integrated practically oriented system paradigm of public administration, the postmodernist paradigm. It is determined that the conceptual principles of public administration should be based on the synergetic concept, the characteristics of the synergetic paradigm of public administration are given. It is proved that in recent years there is a transition to the process of public administration. in which less attention is paid to following one particular method, and more - to finding the best way to achieve the desired result. As a result, the paradigm of public administration is based on the principle of balance between rational and irrational, conscious and unconscious, scientific knowledge and intuition. It is determined that the system of interconnected principles, provisions and requirements of the modern paradigm of public administration can be considered as the main principles: rationality in determining the balance between centralization and decentralization of power; balancing political and administrative factors of decision-making and implementation; focus on improving the quality of services to citizens; measuring the success of the activity on the criteria of efficiency, effectiveness, efficiency. The change of the form and the maintenance of acceptance of concrete decisions, development and realization of policy in the conditions of growth of a network society is considered. The conditions for decision-making in the management of social processes are determined.
