Abstract

One of the most important challenges facing the world community in the last century is the issue of terrorism and the spread of terrorist acts and, consequently, the emergence of a serious threat to international peace and security. These threats are often realized in organized forms and usually transnationally, leading to deep concern in the world community and international organizations. Proponents of the international law argue that the main reason for the strengthening of these currents in the world is the continued financing of terrorism in various ways. Therefore, by reviewing the importance of terrorism in the present age and expressing the direct impact of financial support as one of the most effective factors in the continuation of terrorist acts in a descriptive-analytical manner and based on international documents, the fundamental question in the present article is what measures have been taken to counter the financing of terrorist groups in the form of international law and international organizations, and to what extent they have met the objectives. The findings indicate that some international measures have been taken, such as the ratification of conventions and the formation of working groups to block and eliminate the financial sources of terrorism. Among them, United Nations Security Council resolutions, especially the 1373 resolution, are of paramount importance in terms of validity and binding nature, followed and supplemented by 1999 Combating the Financing of Terrorism (CFT) formulated by the United Nations, and then FATF 40 Recommendations and FATF 9 Special Recommendations.
