There are 11 sub-elements formed in the element of actors who play a role, namely: top level management, students, faculty and staff, alumni, parents, local government, regulators, industry, research institute, community and media. By using the Interpretive Structural Modelling (ISM) method, it is known that top level management as the driver power that plays a dominant role in determining the direction of the university to become entrepreneurial. From the hierarchical model, then an institutional model is drawn up, where it will be known how to map of the positions and roles that are clearer from each actor and their relationship as an entrepreneurial university stakeholder.
