WASTE MANAGEMENT IN THE CONTEXT OF ENVIRONMENTAL POLICY OF UKRAINE AND THE EU

This article focuses on the analysis of legal regulation of waste management based on the development of environmental management functions. Waste management is one of the most significant threats to security not only within the EU but across the globe. Proper legal regulation of relations in this area may identify ways of solving this problem, which is one of the priorities of European environmental policy. The priority of cooperation between Ukraine and the EU in the environmental field on waste management derives from the Association Agreement between Ukraine and the European Union 2014 and is important for improving the efficiency of adaptation and the integration process in the field of environmental protection as a whole. The purpose of the study is to substantiate theoretical and methodological foundations and to develop practical recommendations for improving the mechanism of legal regulation of waste management through the implementation of environmental management. The peculiarities of functioning of the mechanism of legal regulation of waste management in the environmental management system are determined, the basic principles of optimization and criteria of its efficiency are formulated. The EU environmental policy in the context of environmental management is analyzed, with the development of recommendations on information support for the environmental management process. Based on the analysis done in the article, it was concluded that the prospects for implementation and development of the environmental management system at Ukrainian enterprises are underestimated. It seems necessary to improve the national environmental management system for waste management, taking into account the positive experience of EU Member States.
