ABOUT US’ EXPERIENCE IN THE CPHERE OF CORRECTION AND RE-SOCIALIZATION OF PRISONERS AND THE POSSIBILITY OF ITS IMPLEMENTATION IN UKRAINE

The article examines the issue of humanitarian punishment formation and humanization in the USA and emphasizes the effectiveness of the state's existing policy in the field of correcting and re-socializing prisoners. The author explains that the offender's ultimate conduct after serving his sentence should no longer pose a threat to the rights, freedoms and interests protected by law. Sentencing, including on the correction and re-socialization of prisoners, is in the process of reforming and rethinking in Ukraine, so it's necessary to implement relevant requirements and standards recognized in the highly developed world, in order to improve the quality and efficiency of sentencing and re-socialization, for example, relapse is much higher in Ukraine than in other developed countries. The author analyzed statistics in recurrent crime in the organic area of correction and re-socialization. There is a more flexible and sophisticated system of incentives for sentencing, including life imprisonment, which cannot but encourage the obedient behavior of individuals (in the United States). Ukraine is in need to improve the quality of education and increase the ability of former criminals to find a job in the end of their sentence has been determined. The author says that obtaining education for prisoners is one of the important factors in reducing criminality in society, preventing the recurrence of crimes, facilitating the re-socialization and adaptation of prisoners in society after their release. For example, the US has analyzed the feasibility of such programs of re-socialization as psychological services, education, school and university programs, vocational training, participation in religious groups, participation in industrial production and agricultural work. The examples of penitentiary educational programs in the USA and the shortcomings of the domestic system are given. Particular attention is paid to the United States Probation Service and electronic monitoring. Attention is paid to the correction and re-socialization of minors. The importance of such a factor as social work with prisoners is emphasized, as support for family and personal relationships. The possibility of applying a positive US experience in Ukraine is summarized.
