Competence approach in the content of educational programs for training future officers of the Ukrainian Navy (EL master)

Abstract

The purpose of the article is to carry out content analysis of the certain standards and educational programme of future naval specialists' training, according to which training at Navy Institute of National University of Odessa Navy Academy is carried out (Master's degree). The article presents the information open for public access on future naval specialists' training, including officers of tactical level of the Ukrainian Armed Forces, Master's degree at Navy Institute of National University of Odesa Navy Academy. Official information on standards / professional and educational standards / educational and professional programmes of training of military management officer of tactical level of the Ukrainian Armed Forces is given. The significance of the competency-based approach in the naval specialists' training that shows the importance of multilevel education in the navy officers' training able to perform professional duties in standardized conditions and conditions of uncertainty are determined. Distinctive features (functions), which determine the profession (regulated profession) of the tactical level officer of the Ukrainian Armed Forces are specified: multi-functionality, multi-communication, intelligence, creativity, dynamism, stress stimulation, increased moral responsibility for the health and life of personnel. It is noted that standards and programmes provide qualified general and professional future naval specialists' training, but a significant percentage of the qualified training provides a personal-oriented approach to cadets and professionalism of specialists who provide training of future tactical officers. And here the combination of military experience and teaching skills, the capacity for self-development and self-improvement of both cadet and teaching staff, future officers' awareness of the importance of responsibility for decisions and their consequences etс. are of great importance.
