Professional development of scientific and pedagogical staff in the context of modern tendencies of modernization of the system of higher education of Ukraine

Abstract

The dependence of innovative development of society on the quality of higher education highlights the need to modernize this system and achieve a high level of its scientific and pedagogical potential. The effectiveness of this process depends on the professionalism of scientific and pedagogical staff and the effectiveness of the institutional systems of their professional development. These systems are dynamic integral sets of structural subdivisions of institution of higher education of different subordination, which are in hierarchical relations and interdependence and interact in order to provide organizational-methodical and didactic support of professional development of scientific and pedagogical staff both within institution of higher education and in external scientific-educational systems. Awareness of Ukrainian teachers of the fundamental importance of professional development turns it into a megatrend of modernization of higher education. The main tasks of professional development of scientific and pedagogical staff are reflected in state legislative acts, branch normative-legal documents and institutional organizational-administrative documentation of institution of higher education – from their general vision in Statutes – to concretization in Concepts of professional development of scientific and pedagogical staff. Analysis of scientific sources and modern educational practice showed that the conditions for professional development of scientific and pedagogical staff are a constant movement to higher standards, improving the quality of scientific activity and putting its results in the basis of their author's educational programs, staff selection of scientific and pedagogical workers on the basis of achievements, increasing the requirements for their knowledge of the English language, promoting their membership in international professional communities and associations, orientation of professional development of scientific and pedagogical staff on a certain professional standard (if any) and specific job responsibilities and prospects for their expansion; application of the accumulative system of professional development of scientific and pedagogical staff. The implementation of these conditions will contribute to the transformation of scientific and pedagogical staff into agents of innovative social change, and universities – into moderators of the movement of the Ukrainian community to the knowledge society
