Abstract
The article is devoted to the analysis of civil service management systems in foreign countries, in particular in France, Poland, Great Britain and comparison of these systems with the civil service management system in Ukraine. A study of foreign experience in the organization and functioning of elements of civil service management in some countries of the Romano-Germanic (France, Poland, Ukraine) and Anglo-Saxon (UK) legal systems, will provide a more complete picture of the impact of relevant systems on civil service. A thorough study of foreign experience in the organization and functioning of civil service management in some countries of the Romano-Germanic legal system, will give a more complete picture of the impact of this system on the passage of civil servants. Analyzing the civil service management systems of the European Union, in particular France, Poland and the United Kingdom, which was a member of the EU until 2021, we can conclude that the Law adopted by the Verkhovna Rada of Ukraine in 2015 partially reflects the Polish and French variants of the system of bodies endowed with management functions in the field of civil service, as well as the British – in terms of the introduction of positions of state secretaries in ministries. At the same time, it should be noted that the domestic civil service management system has its own unique characteristics. It is also necessary to pay attention to the fact that in the relevant legislative act of Ukraine, in contrast to the above-mentioned acts, the system is defined as appropriate and in its clear definition of the powers of the elements. If we talk about the model of public (civil service) in Ukraine, it should be noted that until 2016 (entry into force of the Law) Ukraine was characterized by a job model of public service, and since 2016 – a career-job. First of all, the corresponding transformation took place thanks to the use of the experience of the member states of the European Union
