GENDER APPROACH IN THE EDUCATIONAL PROCESS OF HIGHER EDUCATION INSTITUTIONS

Abstract
The article considers scientific views on the gender approach, concepts and gender. Based on the concepts of «gender» and «approach» the author's vision concept of «gender approach» is shaped, namely as a method of consideration any process or influence on it, taking into account the social characteristics and capabilities of women or men, relations between them and among them. It is determined that the value of the gender approach lies in the fact that gender equality is not considered as a «separate issue», but becomes a cross-cutting component of all activities. It is noted that the gender approach differs from the gender-neutral approach and women's participation in the development process. It has been established that the gender approach does not assume that policies and interventions will have the same impact on male and female. The author's concept definition of the »implementation of a gender approach in the educational process» is also shaped. It is determined that this is the process of realization into the system of scientific-methodical and pedagogical measures aimed at personality development through the building and application of its competencies taking into account the social characteristics and capabilities of male and female, relations between them and among them. It is determined that the essence of the gender approach introduction in the educational process of higher military education institution is to implement in the system of scientific-methodological, pedagogical measures aimed at developing the personality of cadets (students), associate professors by building and applying their competencies for further service in the positions of officers (sergeants, petty officers) or commanders, taking into account the social characteristics and capabilities of male and female, the relationship between them and among them. Ukrainian and foreign experience of gender mainstreaming in the educational process of higher education institutions is studied. The gender approach implementation condition in the educational process of higher education institutions of the security and defence sector of Ukraine is analyzed. According to the results of the study, the author concludes that the gender approach is becoming an important innovative factor in shaping public policy to increase the country's competitiveness and the development of civil society in the context of European integration. In order to more actively implement the standards of European Union in terms of realization of constitutional rights, freedoms and legitimate interests of citizens, as well as overcoming gender stereotypes that are common in society and accelerating gender transformation, it is advisable to constantly improve the gender approach. The aim of the article is to reveal the essence of the gender approach in the educational process of Higher Education Institutions and the specifics of its implementation in Higher Education Institutions of the security and defence sector of Ukraine, taking into account Ukrainian and foreign experience. The material of the article allows to conclude that the specifics of the implementation of the security and defence sector of Ukraine in Higher Education Institutions is to find the most optimal ways to implement state gender policy, taking into account Ukrainian and foreign experience. The author considers that the main obstacle in this process is the gender stereotypes that have developed in society and today they hinder the process of active implementation of international standards in terms of realization of constitutional rights, freedoms and legitimate interests of citizens.
