Analysis of Ukraine’s budget policy taking into account the experience in applying digital technologies

The paper offers an author's approach to searching for and establishing a connection as well as the degree of influence of the practice of using modern digital technologies on the effectiveness of Ukraine's budget policy. To carry out this research, the author has proposed and proved the hypothesis that the introduction of modern digital technologies to various projects, directly or indirectly related to the processes of formation and implementation of budget policy in Ukraine, has a positive impact on the performance indicators of budget policy. The following logic has been employed to form this hypothesis. As a rule, all modern innovations and digitalization processes in the public sector, in particular in the field of public finance, are aimed at increasing the level of publicity and openness of information. Namely, such processes and innovations should influence the indicators of budget policy transparency. This means that the activities of the bodies involved in the processes of formation and implementation of budget policy are becoming more public and transparent, which, in turn, provides an opportunity for the public and media representatives to carry out external independent analysis (audit). Increase in the publicity and transparency of such information causes the growth of objective and comprehensive control over the bodies involved in the processes of formation and implementation of budget policy. Which, in turn, should positively influence the effectiveness of budget policy in Ukraine. To carry out such research, it is necessary to determine quantitative indicators that allow reflecting the relevant statistical characteristics of Ukraine's budget policy in order to establish appropriate correlations. Also, in this paper, it is necessary to analyze the vision of the domestic legislator regarding the processes of digitalization of public finances and determine the strengths and weaknesses of the proposed approach. This paper is the beginning of a series of papers devoted to research on the global practice of digitalization in the field of public finance, as well as the potential for applying promising digital technologies in the field of public finance
