Public management of innovative development educational industry of Ukraine

Abstract

The article examines the key aspects of the application of the strategic principles of public management of innovative development of the educational industry of Ukraine in modern conditions of transformational changes, the essential characteristics of public management of education, the system of state management bodies of the educational industry in Ukraine. The theoretical aspects of the formation of modern mechanisms of influence of public authorities on the development of the educational sector of Ukraine, the formation of an effective system of public management in the field of education of Ukraine in the conditions of innovative development and integration into the European educational space are analyzed. The educational sector of Ukraine is considered as an object of public management in the conditions of decentralization and the establishment of state-public management based on European experience. At the same time, a condition for effective education management is a balanced distribution of powers, rights and responsibilities of education bodies both at the national and regional, local and local levels, regulation of the mechanism of relations between executive authorities and self-government to ensure the functioning of the education system as a whole, and of a specific educational institution in the conditions of decentralization of management and social changes regarding the formation of state educational policy, educational, research, methodical, financial and economic activities within the limits of the powers defined by the current legislation. It is noted that the scientific and theoretical substantiation of the innovative development of the educational sector on the basis of public management, the development of recommendations for the implementation of effective management in education as a whole as a priority of the state educational policy of Ukraine in the modern conditions of modernization of education and decentralization of management is of great importance. It was determined that the system of public management of the development of the educational sector involves the implementation of strategic measures at the national, regional, local and local levels, each of which determines the appropriate list of administrative, financial and economic and other instruments, resource provision that will contribute to the effectiveness of state regulation of the educational sector. The list of problems of the objective and subjective nature of the innovative development of the educational sector on the basis of public management at the current stage of transformational changes is outlined. The purpose, tasks, functions of public management and administration with the innovative development of the educational sector as a component of the public management system are determined. The main functions of public authorities in the field of education (prognostic-targeted, organizational-legal, coordinating-regulatory, motivational-stimulating, consolidating, informational, social, controlling, corrective) and mechanisms necessary for the implementation of educational policy and its innovative development (normative – legal, organizational, motivational, informational). Appropriate directions for improving the public management of the innovative development of the educational sector of Ukraine as a tool for strengthening the capacity of territorial communities and streamlining the system of state management bodies in the field of education in modern conditions are proposed.
