FEATURES OF INVESTING IN MILITARY BONDS IN A STATE OF WAR

This article discusses the essence of military bonds and the effectiveness of their use as a tool for financing the expenses of the state budget of Ukraine in conditions of war. The advantages of investing in military bonds for enterprises, business representatives, private individuals, and foreign investors, that is, Ukrainian citizens or non-residents, have been an‑ alyzed. The list of primary dealers and licensed brokers that provide the opportunity to purchase military bonds is considered. In addition, the article mentions the possibility of purchasing military bonds through the Internet, which is particularly relevant in conditions where some of those willing to contribute to the financing of Ukraine's defense capabilities are located outside the country. It also mentions plans to expand the current military bond program at the international level and successful inter‑ national experience in this area. Military bonds placed as of March 2023 are analyzed, namely their interest rates, repayment terms, repayment dates, and last placement dates. The dynamics of funds raised for the state budget as a result of placements of domestic government loans from March 2022 to March 2023 are also studied. Statistics are also considered regarding the funds raised by the Government of Ukraine from the placement of military bonds at auctions. It is worth noting that special attention is paid to the legal features of the issuance of military bonds in 2022 in conditions of martial law, as well as to the simplification of requirements for verifying the origin of cash for their purchase. The advantages of the innovation are noted, including the reduction of resource and time usage. The article summarizes the most important advantages of the need for such a tool for the state in conditions of martial law, describes the positive impact of purchasing military bonds on the country's economy and army, as well as the possibility of preserving assets in the event of a crisis. This work emphasizes that effective management of the military bond issuance program can ensure uninterrupted funding of the state's needs and make it as ac cessible and effective as possible.
