PROBLEMS OF ENVIRONMENTAL MANAGEMENT IN UKRAINE

The emergence and development of natural resource management are inextricably linked to the development of man‑ kind. After all, man, as the main user of natural resources, is responsible for ensuring that his impact does not have catastrophic con‑ sequences for the environment, but rather ensures its protection. The purpose of the article is to identify and analyze the problems of rational environmental management in Ukraine. To research and process the information, an integrated approach, methods of analysis, synthesis, generalization, statistical and graphical methods were used. The paper analyzes international indices (the Happy Planet In‑ dex, the Quality of Life Index, and the Global Green Economy Index) that determine the rational use of natural resources in Ukraine. It has been established that the problems of environmental management include air and water pollution; soil pollution and erosion; waste management; climate change; energy efficiency; loss of biodiversity; and nuclear waste. Trends and peculiarities of pollutant emissions into the air and water bodies and the use of mineral fertilizers and pesticides in crop cultivation are analyzed. The methods for manag‑ ing environmental activities are allocated: administrative, organizational, economic, and market. It is established that in order to solve the problems of rational environmental management in Ukraine, it is necessary to improve environmental legislation and strengthen the system of control over its observance; to improve the air quality monitoring system; to stimulate the reconstruction and modernization of enterprises into zero-waste or low-waste ones; to introduce low-interest loans; to provide state targeted support for the development of alternative energy sources; to increase the share of electric and environmentally friendly transport; to increase the territory under the
