CONCEPTUAL AND THEORETICAL PROVISIONS ABOUT PLACE AS A SOURCE OF INFORMATION FOR THE APPLICATION OF THE MODEL OF LAW ENFORCEMENT ACTIVITIES BASED ON DATA (Data-Driven Approaches to Crime and Traffic Safety / DDACTS)

The article is devoted to the study of the conceptual and theoretical provisions of the foreign proactive model of law enforcement activities based on data (Data-Driven Approaches to Crime and Traffic Safety / DDACTS). The analyzed proactive model of law enforcement activities considers the place as a source of information that is taken into account by law enforcement officers when making management decisions about the use of forces and means (resources) in order to organize a preventive function, stabilize a criminogenic situation or operational situation. It was established that a characteristic feature of the studied places as a factor generating illegal behavior is not only the clustering or concentration of criminal activity, but rather the combination of criminal offenses and traffic accidents in specific places. It was determined that the very clustering of criminal offenses in a specific geographic location does not allow us to confidently state that the place is the defining phenomenon that determines criminal behavior. The argument that allows us to more clearly define the dominant determinant of the locality is the combination of clusters of criminal offenses and road traffic accidents with varying degrees of severity of consequences, which is a manifestation of behavioral disorders of individuals, which are characterized by constant manifestations of legal nihilism, generated by the awareness that the place, where they can commit illegal actions with impunity is safe, and that their illegal actions will not become known to law enforcement agencies, and accordingly, responsibility for manifestations of such nihilism in the form of criminal actions will not arise for them. Such a combination of manifestations of illegal offenses and traffic accidents in a specific place allows to more accurately identify the determinants of criminal behavior in a place in order to apply preventive measures to neutralize the causes and conditions that give rise to or contribute to the manifestation of such nihilism.
