SENSE OF THE STATE SECURITY: EVOLUTIONAL DIMENTION

The article highlights the formation of approaches to understanding the essence of state security in the history of mankind in general and in Ukraine in particular. It is emphasized that under the conditions of the modern era, with the strengthening of globalization trends and the formation of a new system of international relations, the formation and development of any state entity is necessarily accompanied by the appearance of an increasing number of new threats, both internal and external. The author calls into question the fact that researchers traditionally call 1881 as the time of appearance of the category of state security on the territory of Ukraine, when the well-known «Regulation on measures to protect public order and public peace» was adopted in the Russian Empire. The content of this concept was completely conditioned by the peculiarities of the current political regime. On the other hand, in the course of the study, it was established that, determining the period of the emergence of state security as a component of Ukrainian state formation, it seems possible to connect this time with the reign of the famous Governor of Ancient Rus' Volodymyr the Great, who around 988 carried out an administrative reform, dividing the state into separate principalities with representatives of a kind at the head, thereby introducing safeguards against threats to the territorial integrity and stable existence of the state. At the same time, a generalized analysis of the evolution of approaches to ensuring state security in Ukraine and the world shows that both at all stages of human development and in all societies, it is revealed through such categories as stability, coherence, predictability, universality and traditionalism. History shows that the main directions in which the system of ensuring state security should be reformed should be considered to be the coordination of the activities of the state apparatus with the needs of society, equal consideration by authorized subjects of the totality of internal and external threats to the safe existence of the state, and the existence of effective mechanisms for forecasting such threats, their prevention and elimination.
