Abstract
The research is dedicated to the development of socio-economic profiles for temporarily occupied territories. A socio-economic profile consists of characteristics, conditions, and indicators that define the social and economic landscape of a specific locality. It provides an overview of demographic composition, economic activities, infrastructure, education, healthcare, and other important aspects that shape a community. Within the scope of this study, the main components of socioeconomic profiles are identified, and, consequently, the socio-economic development of various territories within Ukraine. Utilizing statistical data, we calculate the likelihood of development or decline of territories, taking into account the context of temporary occupation and the period before occupation. Based on the probability calculations, we assess the effectiveness of decisions made by officials who had access to the distribution of financial resources for sustainable socio-economic development. This, in turn, justifies the need for reforms if supported by the majority of the population. The concept of socio-economic development implies favorable long-term quantitative, qualitative, and structural changes that occur in the economy and society of a specific country. It also signifies the overall development trend of a country, region, or other territorial entity in all areas of economic, social, and cultural activities and relations, including socio-economic, production-related, and political-constitutional aspects. The issue of measuring socio-economic development is significant and relevant, especially considering the full-scale military aggression by Russia. Systematic monitoring of changes in the socioeconomic life of temporarily occupied territories is one of the most crucial tasks in ensuring human social security.
