Abstract

Introduction. As a result of a long history of socially oriented and socially responsible policies in other countries, social insurance has been widely developed and its experience can be adapted to national practice. Despite some differences among European countries, all of them proclaim the so-called social model and commitment to European humanitarian values, interests and human rights. This model is based on solidarity, which is based on maintaining a balance between economic growth and social justice. Social insurance occupies a special place in national social policy. A well-developed national social insurance system can become an effective mechanism for protecting the population, ensuring economic stability and creating an atmosphere of social cohesion in society. The current social insurance system in Ukraine differs significantly from those in other countries in its structure, functions and different types of organizations. Purpose. The purpose of this study is to analyze the trends in the development of social insurance in European countries in order to adapt the gained experience to the national practice. Materials and methods. The tasks set in the paper were solved in accordance with the general scientific method of scientific cognition and research of economic phenomena. The theoretical and methodological basis of the study was formed by the works of domestic and foreign scientists and practitioners studying social insurance. Abstract, logical, comparative, monographic, diagrammatic and scientific generalizations were used. Results. The article considers the peculiarities of the functioning of social insurance systems in the European Union (EU) and distinguishes different types of social insurance existing in modern societies, differing in structure and methods of financing. Each system of social insurance has its advantages and disadvantages. It should be noted that foreign social insurance systems differ from Ukrainian ones. At the same time, their experience can be adapted to domestic practice when developing an effective model of social insurance in Ukraine. Comparative analysis of social insurance systems of the European Union (EU) member states has shown that, despite the external similarity, they differ from each other. Their specificity is determined by a number of factors of historical, cultural and national character. Discussion. Further research is proposed to assess the effectiveness of social insurance systems in other countries, including their impact on poverty reduction, social inclusion, quality of life and other indicators, examine in detail the laws and regulations governing social insurance systems in each country. It can include an analysis of insurance premiums, compulsory insurance, voluntary insurance, etc. Explore the possibilities of adapting successful elements of social insurance systems from other countries to the domestic context.
