Essential characteristics and methodological foundations of state-public administration of general secondary education institutions

Abstract

The article examines the essential characteristics and methodological foundations of state-public administration of institutions of general secondary education. The authors analyze the current state of the system of education in Ukraine and the urgent need for constructive interaction of the state, community, educational institutions, students, public associations and organizations, as well as potential employers and all other parties interested in the development of Ukrainian education. Public administration in the field of education in general, and in general secondary education in particular, should take into account a number of risks accompanying the democratization of education, which include uneven development of education in different regions, lack of experience and resources for education management in local self-government bodies, and potential growth of corruption in the field of education. The authors emphasize the role of state-public administration considering it as an effective way to improve general secondary education because it involves the public in solving different tasks in education, thus contributing to the democratization and transparency of education management. The public-state administration is becoming more popular in education because it strengthens the civil component in the public life of Ukraine. The authors discuss the concept of state-public administration and relevant terminology from the philosophical, psychological and pedagogical perspectives and give some examples of the use of state-public administration to improve general secondary education in Ukraine that include the creation of public councils at education management bodies, involvement of the public in the development and implementation of educational programs, creation of public funds to support educational projects. Public administration is a promising direction for the development of general secondary education in Ukraine, as it can improve the quality of education and make it compliant with international standards and the interests of society. The forms of state-public administration include: consultative bodies to provide consultations and proposals to state authorities in the field of education; social partnership agreements concluded between state authorities and public organizations to solve tasks in the field of education; debates, round tables, conferences, etc. to discuss the problems of general secondary education. The methods of state-public administration comprise the organization of public hearings to hear the public opinion on draft normative legal acts in education; conducting public examinations to allow public organizations to assess the quality of educational programs, educational institutions, etc.; providing grants to public organizations for running educational projects. The authors' future research will focus on scientific justification, development and expert evaluation of the model of state-public administration of general secondary education in Ukraine
