ENERGY SECURITY IN THE CONTEXT OF INCLUSIVE DEVELOPMENT OF THE NATIONAL ECONOMY: A CONCEPTUAL APPROACH

The article explains the conceptual foundations of energy security in the context of inclusive economic develop‑ ment, which are based on the author's definition of the essence of energy security. This approach is based on the concept of in‑ clusive economic development in conjunction with innovative approaches to ensure and strengthen energy security. It has been established that ensuring and strengthening energy security is characterized by the acceptability and reliability of the energy supply model of a particular country, that is, the country's ability to meet the needs of society in energy resources in a reliable, cost-effective and environmentally acceptable way. It is found out that the key to ensure and strengthen energy security in the context of inclusive development of the national economy is to balance the interests of the state, business and society, which are implemented through the tools of administrative, organizational and regulatory support of energy security; creation of eco‑ nomic conditions to attract investment; improving the well-being of every citizen through energy conservation, energy efficiency and the development of non-traditional and renewable energy sources. So basing on the analysis, it has been established that Ukraine has sufficient potential for the development of renewable energy sources and the replacement of traditional fuel and energy resources, and also priority areas of inclusive energy security have been formed. Currently, the energy sector of Ukraine has opened an energy transition, i. e. significant structural transformations in energy systems, which lead to radical changes in energy supply and demand, energy balances and prices. The driving force behind these fundamentals is society's demand for availability and clean energy, prevention of climate change and preservation of environmental change, reduction of inequality and well-being for all, all that corresponds to the national interests of Ukraine. Based on the fact that inclusive development allows to attract most of the labor resources to effective economic activity thereby creating an opportunity to ensure a higher standard of living for most of the population, it is appropriate to consider here the role of energy security.
