THE PROVISION OF FINANCIAL SUPPORT FOR THE DEFENSE CAPABILITIES OF STATES IN THE FACE OF NEW CHALLENGES

Abstract

The nature and sources of defense financing are revealed, the peculiarities of financing Ukraine's defense in a hybrid and large-scale war are studied. The significance of voluntary assistance in ensuring the defense capability of Ukraine, as well as international organizations and European states is considered, its importance and necessity are noted, and the discrepancy between the growing military expenditures and the needs of the society is revealed. It is noted that defense funding depends on the country's military doctrine, and the amount and distribution of defense spending depend on many internal and external factors. For a long time, the main source of financing defense needs in Ukraine has been the state budget. It is shown that the most important indicator of the state's defense capability is the level of national defense expenditures as a percentage of GDP and total state budget expenditures. The classical structure of the military budget in NATO countries is considered, where the norm for defense allocations is 2.0% of GDP. It is noted that insufficient financing of defense capabilities negatively affects the level of security of the State. The efficiency of defense spending at the international level is considered on the basis of the overall ranking of countries' military forces. The dynamics of defense spending in the leading countries in terms of defense budget is analyzed, which has a general upward trend due to the large-scale war in Ukraine. The USA, Russia, and China remain unchanged over the years in the world ranking of the strongest military states. In 2022, Ukraine took the 15th position in this rating. It is noted that Ukraine's strategic foreign policy goal is to join NATO in order to secure the state from Russia's territorial imperial encroachments. It was concluded that it is necessary to strengthen one's own capabilities in order to face new challenges and threats through the effective formation and use of state budget expenditures for defense.
