Shadow schemes in government procurement as a type of economic crime

Abstract
Signs of the shadow economy in the public consciousness are usually assigned to various types of private enterprises that hide from taxation. More advanced citizens have also heard about underground workshops or even about entire shadow industries hidden from the eyes of the state. But few people think about the fact that now, in conditions where the public sector of modern economies is quite large, state-owned enterprises themselves are beginning to hide some of their activities “in the shadows.” This review article examines the phenomenon of concealment by state enterprises of their purchases, as well as violation of the conditions of competitive procurement as one of the most common schemes among unscrupulous managers and officials for personal income.
