INTERNAL AND EXTERNAL MANIFESTATIONS OF HYBRID AGGRESSION IN UKRAINE AND THEIR IMPACT ON THE FINANCIAL SECURITY OF THE STATE

Abstract

The article substantiates that a significant number of threats to the financial security of the state and enterprises are a form of expression of conflicts of interest in a competitive environment. It is emphasized that the majority of interstate conflicts and financial conflicts in business activities acquire a hybrid nature. It is emphasized that a number of anomalies arising as a result of the hybridity of such conflicts and psychological characteristics of managers who make management decisions are not explained by the provisions of classical economic and financial theory, therefore, they need new modern theoretical and methodological tools for their study. The approaches of domestic and foreign scientists to the definition of the concepts of «hybrid wars» and hybrid conflicts» have been analyzed. It was revealed that most scientists understand «hybrid war as efforts aimed at destabilizing the functioning of the state and polarizing its society, when the aggressor aims to influence the political leadership of the country by carrying out covert actions. It has been established that Russia in the hybrid war in Ukraine used and continues to use a combination of historicalideological, informational, financial-economic, military and quasi-military means, terrorist actions and nuclear blackmail to achieve its political goals in the geopolitical space. It is argued that the main characteristics and regularities of the emergence of hybrid conflicts at the interstate level can be extrapolated to the level of enterprises. After all, in the conditions of globalization, when ensuring the financial security of economic entities, it is important to take into account the peculiarities of their interaction with all participants of the internal and external environment. Because the enterprise can be characterized by good financial indicators of development, but become the object of aggressive actions. In this context, it is proposed to use the concept of «hybrid financial conflict» and understand by it the conflict that arises in financial relations, has a mostly hidden nature and involves the coordinated use of multiple methods of influence in order to realize the shadow financial interests of its participants. The use of varieties of hybrid financial conflicts in financial science is recommended (raiding, unfair competition, financial fraud of employees, corruption, conflicts with institutions of the financial and credit sphere, state bodies, laundering of income obtained through criminal means). The article presents their generalized characteristics based on a number of common features (criminal activity aimed at the financial sphere; covert nature; falsification of documents; presence of unauthorized transactions; use of the factor of unscrupulous personnel; misuse of confidential information; psychological manipulations) and destructive consequences for the financial security of enterprises.
