THE PECULIARITIES OF PERSONNEL MANAGEMENT DEVELOPMENT: PROGNOSTIC ASPECT

Abstract

Introduction. The article deals with theoretical aspects of personnel management at the enterprise. Attention is drawn to the role of HR-manager and the field of personnel management. Special attention is paid to the concept and goals of personnel management such as meeting the needs of any organization and effective personnel management, taking into account the individual qualifications of each employee. Modernity requires new approaches to managing the organization. Special attention is paid to strategic planning and organizational design, prognostic aspect of the peculiarities of personnel management development. Purpose. The purpose of the article is to reveal the essence and the meaning of the concepts ‘personnel management', ‘HR-manager', ‘management of labor resources', ‘qualities of HR-manager'. Methods. The flowing theoretical methods and cognitive techniques for achieving the purpose, such as analysis and generalization of scientific literature, comparison, systematization and generalization of information have been used. Results. Personnel management in modern economy is not only complex and sophisticated, but also a vital component for economic growth of the country. Most of problems in the organization are human and social, not physical, technical or economic. No industry can be made efficient as long as the basic fact, that it is fundamentally ‘human', remains unrecognized. An organization is not a mass of machines and technical processes, but also the group of people. Originality. As a result of carried out research it was determined that personnel management in the modern economy is not only complex and sophisticated, but also a vital component for the economic growth of the country. The work of HR managers consists in the ability to combine the achievement of visionary goals of the enterprise with interest in needs of employed personnel, effectively performing the functions assigned to him. There are good reasons to believe that the next decade will be a time of particularly intense changes in the development of human capital and technologies. In particular, the World Economic Forum predicts that by 2030, more than 1 billion people will need to be retrained worldwide as jobs are transformed by the fourth industrial revolution. This will apply to both existing jobs and those yet to appear. Conclusion. We can conclude that the future lies in modern technologies, and soon there will be no spheres of activity in which they will not be involved. The trends of the modern labor market are maximum robotization and minimization of physical labor. In the future, there will not be many areas of activity that require the presence of a person, namely: medicine, education, household, personal services. Therefore, personnel management should be understood as a set of methods, principles, methods that ensure the main areas of work with personnel, contributing to the future efficiency of the enterprise. In order to build an adequate personnel management, it is necessary to have a clear idea of the goals, norms and means of taking personnel measures. After all, the specification of future goals and principles of personnel policy is carried out precisely within the framework of separate personnel measures aimed at achieving compliance of personnel with the organization's tasks.
